Resolved, that KAP lobby the Government of Canada, and work with the Canadian Honey Council and the Canadian Federation of Agriculture, to ask the Government of the Philippines to waive exit clearance fees for temporary foreign workers returning in 2021 to work for the same employer as 2019.
Update
This resolution was forwarded to the CFA. The Government of the Philippines has effectively addressed this resolution by creating a permanent OEC Exemption for returning workers who meet the “same employer” criteria. Temporary Foreign Workers returning to the same employer and same job site are now officially exempt from securing a physical Overseas Employment Certificate (OEC) and from paying the associated processing fees.
